Bill has been involved in research and
treatment of sexual offenders for 42 years.  He currently holds three positions:  (1) Director, Rockwood Psychological Services, which provides treatment to sexual offenders in two Canadian Federal prisons; (2) Director, Treatment Groups, Secure Treatment Unit, St. Lawrence Valley Correctional and Treatment Centre, which is a 100-bed maximum security unit for mentally disordered offenders; and (3) Professor Emeritus of Psychology and Psychiatry, Queen’s University.  He is on, or has been on, the Editorial Boards of 19 international scientific journals, and he has over 370 publications including 18 books.

Bill has been a consultant to, and/or provided training for prison services and sexual offender programs in over 20 countries, and to seven Sexual Violent Predator or Civil Commitment Programs in the United States.  He also provides lectures to the United Nations Asian and Far East Institute in Fuchu City, Japan.

Bill was President of the Association for the Treatment of Sexual Abusers (ATSA) from 1999 to 2001 and is presently President of the International Association for the Treatment of Sexual Offenders, a position he has held since 2008.

In 1993 Bill was given the Significant Achievement Award of ATSA; in 1999 he was the recipient of the Santiago Grisolia Prize awarded by the Queen Sophia Centre in Spain for his significant world-wide contributions to the reduction of violence; in 2000 Bill was appointed a Fellow of the Royal Society of Canada for his contributions to science; and in 2003 he was given the Pope John Paul medal for his assistance to the Vatican’s Academia Pro Vita’s design of a protocol for dealing with sexual abuse committed by clergy and religious members of the Catholic Church; and in 2006 Bill was appointed an Officer of the Order of Canada for his national and international contributions to making society safer.
